Resolution Think, LLC is seeking a Program Manager to join our team in support of a government contract with the California Air National Guard. The Program Manager (PM) is responsible for the overall management, execution, compliance, and performance oversight of the California Air National Guard Drug Demand Reduction Program (DDRP). The PM serves as the primary contractor lead and principal point of contact with Government leadership, Contracting Officer Representatives (CORs), Wing leadership, medical personnel, legal offices, and installation stakeholders. The Program Manager ensures all DDRP activities are conducted in accordance with Department of Defense (DoD), Department of the Air Force (DAF), Air National Guard (ANG), and applicable federal regulations.

Additional Information: 
  • This position is contingent upon contract award and final customer funding. Candidates may be considered in advance to support rapid staffing upon award. Employment will not begin until award is received and all pre-employment requirements are satisfied.
  • Candidates based in the West Coast region are strongly preferred due to frequent travel requirements within the state of California. 
Essential Duties and Responsibilities
Program Management & Oversight
  • Lead and manage all aspects of the DDRP contract across multiple California Air National Guard locations.
  • Serve as the primary interface between contractor personnel and Government representatives.
  • Ensure uninterrupted program execution and compliance with all contractual requirements and deadlines.
  • Manage staffing schedules and operational coverage during drill weekends and training periods.
  • Coordinate out-of-cycle testing activities as directed by Government leadership.
Compliance & Quality Assurance
  • Ensure compliance with DAFMAN 44-197, AFMAN 44-198, DoDI 1010-series guidance, and federal regulations.
  • Develop and maintain Quality Control Plans (QCPs) and support QASP requirements.
  • Monitor testing benchmarks, performance metrics, and acceptable quality levels.
  • Implement corrective action plans when performance thresholds are not met.
  • Maintain strict chain-of-custody and specimen handling procedures.
Testing Operations & Coordination
  • Oversee specimen collection operations, packaging, shipping, and documentation.
  • Ensure all testing operations meet monthly and quarterly end-strength testing goals.
  • Coordinate observers, trusted agents, and collection personnel.
  • Monitor and reduce untestable specimen rates.
Reporting & Documentation
  • Prepare and submit reports, metrics, MFRs, and corrective action documentation.
  • Maintain records in accordance with Air Force records management requirements.
  • Generate quarterly metrics reports and executive briefings.
  • Support annual inspections, audits, and training visits.
Training & Outreach
  • Coordinate and deliver DDRP-related training for Commanders, First Sergeants, Trusted Agents, and Observers.
  • Support prevention, education, and outreach initiatives.
  • Participate in Cross-Functional Oversight Committee meetings.
Required Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, Healthcare Administration, Criminal Justice, Management, or related field preferred.
  • Minimum of 5 years of program management, operations management, compliance management, or federal contract management experience.
  • Experience supporting Department of Defense (DoD), Air Force, Air National Guard, or federal government programs preferred.
  • Strong organizational, leadership, communication, and problem-solving skills.
  • Proficiency with Microsoft Office Suite, including Excel, Word, Outlook, Teams, and PowerPoint.
  • Ability to travel throughout California as required.
  • Ability to obtain and maintain installation access and CAC eligibility.
Preferred Qualifications
  • Previous DDRP, drug testing program, or military medical administration experience.
  • Familiarity with Air Force Drug Testing Program procedures and software systems.
  • Experience supporting military readiness or compliance programs.
Work Environment & Physical Requirements
  • Work is performed primarily onsite at military installations throughout California.
  • Extensive travel throughout California is required for this role.
  • Position may require standing for extended periods during testing operations.
  • Occasional lifting and movement of testing supplies and equipment may be required.
  • May require weekend, drill-period, and non-standard business hours.
